关于举办中南林业科技大学2021年“挑战杯”大学生课外学术作品竞赛的通知

为深入贯彻党的十九届五中全会精神，认真贯彻落实省委十一届十二次全会精神，助力实施“三高四新”战略，进一步培养和激发我校大学生参与课外学术科技活动的积极性，营造良好的校园学术氛围和科研环境，为全国第十七届、湖南省第十四届“挑战杯”大学生课外学术科技作品竞赛选拔优秀作品，校团委决定举办中南林业科技大学2021年“挑战杯”课外学术科技作品竞赛。现将有关事项通知如下：
一、竞赛宗旨
崇尚科学、追求真知、勤奋学习、锐意创新、迎接挑战
二、竞赛时间
2021年3月1日—2021年4月2日
三、参赛对象
在2021年6月1日之前正式注册的全日制非成人教育的各类高等院校在校专科生、本科生、硕士研究生（不含在职研究生）。
四、竞赛组织机构
主办单位：校团委、相关职能部门
五、作品上报时间
各学院于3月19日前将作品上交至团委，各学院可将本院符合要求的2018、2020年学校大学生科技创新立项项目作为课外学术科技作品上交。作品要求以电子版和文本两种方式分别上报，纸质档一式三份，电子档发指定邮箱。（学校不接受个人申报）
4月5日前，学校将从本届大赛的优秀作品中选取部分代表学校参加2021年举行的湖南省第十四届“挑战杯”大学生课外学术科技作品竞赛；结合省级比赛结果，最终推选优秀作品代表学校参加2021年举行的“挑战杯”全国大学生课外学术科技作品竞赛。
六、参赛作品要求
申报参赛的作品分为自然科学类学术论文、哲学社会科学类社会调查报告和学术论文、科技发明制作三类。自然科学类学术论文作者限本科生、专科生。哲学社会科学类按照哲学、经济、社会、法律、教育、管理6个学科报送社会调查报告和学术论文。科技发明制作类分为A、B两类：A类指科技含量较高、制作投入较大的作品；B类指投入较少，且为生产技术或社会生活带来便利的小发明、小制作等。
参赛作品必须是2021年6月前2年内完成的学生课外学术科技或社会实践活动成果，可分为个人和集体申报作品。多个学校学生合作申报的项目，须注明学生、学校信息。毕业设计和课程设计（论文）、学年论文和学位论文、国际竞赛获奖作品、获国家级和省级奖励成果（含本竞赛主办单位参与举办的其它省级竞赛的获奖作品）等不在申报范围之列。
七、评审章程、程序与奖励方式
1．评审章程。本届“挑战杯”竞赛章程及评审办法在参照《第十四届“挑战杯”湖南省大学生课外学术科技作品竞赛章程 》。
2．评审程序。各学院团委自行组织作品初评， 校团委负责对报送作品的初审，竞赛评审委员会负责复审、终审，并提出奖励名单。评审以作品的科学性、先进性和现实意义为基本评判标准。
3．奖励方式。参赛的自然科学类学术论文、哲学社会科学类社会调查报告和学术论文、科技发明制作三类作品各设一等奖、二等奖、三等奖若干。并设若干优秀组织奖、优秀指导教师等奖项。
八、工作要求
1．高度重视，加强领导。组织开展“挑战杯”大学生课外学术科技作品竞赛，是实施大学生素质拓展计划的重要途径，是引导广大青年学生努力培养科学精神和科学态度，积极学习科学知识和科学方法，踊跃投身打造具有核心竞争力的科技创新高地的重要举措，我校推荐参加第十四届“挑战杯”湖南省大学生课外学术科技作品竞赛的作品也将主要从本次竞赛获奖作品中产生。各院团委要高度重视此项活动，做好组织工作。
2．强化宣传，深入发动。各院要坚持育人宗旨，突出创新理念，发挥服务功能，精心组织安排好“挑战杯”竞赛，吸引更多的学生参与到竞赛中来；要采取具体措施，如作品预赛、科技论坛、论文报告会等形式，在学生中进行充分发动，大力宣传“挑战杯”竞赛的重要意义，使广大学生了解活动的目的和要求，增强科技创新意识。要积极协调和利用各类新媒体资源，如微博、手机报等，全方位、多层次、有重点地做好竞赛的宣传工作。
3．精心做好参赛作品校级初评和申报指导工作。院级初评和作品申报工作，是本届“挑战杯”竞赛的一项重要基础性工作。各参赛院（系）要抽调人员，负责协调指导教师对申报作品进行指导，聘请校内专家对申报作品进行评估和筛选，指导、帮助学生按要求严格履行申报手续；要向学生提供必要的技术和物质、资金支持，帮助学生努力提高作品质量。
