近来，各地纪检部门公布一批教育系统的违法违纪案例，体现出严查校园腐败、维护校园清纯的坚定决心。



校园腐败案件在多地时有发生

今年以来，内蒙古自治区纪检部门严厉查处教育系统“那些事儿”，并通报了多批违规违纪典型案例。

近日，内蒙古鄂尔多斯市纪检部门点名道姓通报了１０起教师违规违纪问题。其中，北京师范大学鄂尔多斯附属学校高中部教师杜奎违反规定，在担任高二年级组组长期间，收取教辅资料费、补课费５６.５万元，且将剩余２５万多元私存私放，受到党内严重警告和行政记过处分。同时，纪检部门责令学校将所有不合理收费退还学生。

在此之前，呼和浩特市第四十中学原校长辛雁，因违规向学生收取资料费、补课费等２９．７万元，用于发放教职工津贴补贴１７万元，今年８月受到党内严重警告处分。

安徽省教育厅日前通报，阜阳市太和县坟台镇中心小学多名教师违规向学生乱收费，一大批相关人员被处分。

今年６月，坟台镇中心小学部分学生家长向有关部门反映该校存在乱收费问题。中央纪委相关部门直接部署查办，省市纪委调查发现，该校六年级（６）班原班主任宋莉涉及４项乱收费问题：两次收取１１９套资料费共计５９５０元，并将其中４１６５元占为己有；收取学生５６００元补课费，并按交费情况安排座位；收取每名学生５０元照相费，将其中２３７０元占为己有；违规收取教辅费１０２３８．４元。

坟台镇中心小学还有陶灿等７名教师，违规向学生收取资料费、补课费、照相费等，并将多收的１６０８７．５元据为己有；学校办公室人员韩洪胜违规扩大教辅征订范围，校长范亚臣发现后未予制止。

为此，太和县分管教育的副县长受到行政警告处分，教育局局长、纪检组长、基教科长受到党内警告处分。该校校长受到党内严重警告处分并调离岗位、副校长受到党内严重警告和行政撤职处分，韩洪胜受到党内严重警告、降低岗位等级处分并调离现岗位。纪检部门给予宋莉降低岗位等级处分，给予其他教师相应的党政纪处分，并责令将违规收取的费用退给学生。

乱收费、乱补课，加重学生负担

学校乱收费、教师乱补课，社会各方意见很大。

内蒙古巴彦淖尔市临河区第九中学原校长刘献策，采用虚列伙食开支的方式，套取学生伙食费１５５万多元，用于招待、补贴、办公、差旅、福利费支出。因其违反财经纪律被纪检部门查处，受到留党察看一年、撤销校长职务、由正科级降为一般干部的处分。

在学校乱收费项目里，比例最大当属教辅用书和其他资料费用。有关人士指出，教辅资料往往是书商勾结教育系统内部人员，将灰色利益链条伸向学生的产物。因具有成本低、不容讨价还价、只能无条件掏钱的特点，成为一些教育行政管理部门负责人和学校领导、教师等牟取暴利的“兜售品”。

有关人士指出，有偿补课，特别是那些“课上不讲、课下才讲”“校内不讲、校外才讲”“课堂留一手、课后猛劲补”的现象，是学校和老师给学生挖的“陷阱”，且早已成为公开的秘密。如此不择手段，却成为一些教师“靠山吃山、靠水吃水”的惯用赚钱技法。

今年上半年，内蒙古乌兰察布市集宁第一中学教师贺英、刘冠军、李东３人违规参与社会培训机构组织的有偿补课，纪检部门分别给予他们党内警告和记过处分，每人罚款３０００元，３年内不得参与职称评聘及评优晋级。

监督力度不减，推动教师素养提高

上述现象，在全国一些地方时有发生。对此，各地纪检部门针对实际，在执纪、监督、问责等方面驰而不息、力度不减，除问责乱收费、有偿补课之外，也严纠教师体罚学生、校领导腐败堕落等其他违规违纪问题。

最高检９月２９日消息，日前湖南省人民检察院经审查决定，依法对中南林业科技大学原党委副书记、校长周先雁（正厅级）以涉嫌受贿犯罪立案侦查并采取强制措施。河南省纪委９月２９日消息，河南大学党委委员、副校长刘东亮涉嫌严重违纪，目前正接受组织调查。

教师被称为“人类灵魂的工程师”，校长更是一所学校的灵魂。违规乱纪的校领导和教师，尽管只是少数，但对学校和社会的危害，特别是对青少年的负面影响是巨大的，决不能姑息。

校园需要纯净。舆论呼吁，纪检利剑高悬的同时，校领导与老师应将守法、守规、守纪铭记于心，特别是要以身作则，向优秀的教育工作者学习，保持良好的师德师风；也需要教育系统加强日常监管，学习教育，维护校园净土。
